Ministry of Industry and Information Technology: Promote the development of green and low-carbon industries and accelerate industrial green transformation
On July 5, the State Council Information Office held a series of press conferences on the theme of "Promoting High-Quality Development". At the meeting, Zhao Zhiguo, spokesperson and chief engineer of the Ministry of Industry and Information Technology, said that industry is an important area of my country's energy consumption and carbon emissions. Green and low-carbon is an important trend in a new round of scientific and technological revolution and industrial transformation. Promoting green and low-carbon development in the industrial sector is also an inherent requirement for promoting new industrialization.
In recent years, the Ministry of Industry and Information Technology has implemented in-depth actions to improve industrial energy efficiency, promoted industrial enterprises to use energy reasonably and efficiently in accordance with laws and regulations, and achieved remarkable results. In the first two years of the "14th Five-Year Plan", the energy consumption of the added value of industrial units above designated size nationwide dropped by 6.8%, and high-energy-carrying industries have achieved an orderly transfer to areas with advantages in clean energy. As of the end of 2023, 196 national-level green data centers have been cultivated. The average utilization rate of renewable energy power has increased from 15% in 2018 to more than 50%. The energy consumption of a single station site of 5G base stations has been reduced by more than 20% compared with the initial stage of commercial use. At the same time, the scale and technical level of new energy vehicles and new energy equipment are also rapidly increasing, and the global proportion of new green ship orders has reached 57%.
"In the next step, the Ministry of Industry and Information Technology will firmly establish and practice the concept that lucid waters and lush mountains are invaluable assets, implement the implementation plan for carbon peak in the industrial sector, and accelerate industrial green transformation." Zhao Zhiguo said that he will focus on three aspects.
In terms of promoting green and low-carbon transformation. In-depth implementation of energy conservation and carbon reduction actions, mainly focusing on key industries such as steel, nonferrous metals, petrochemicals, and building materials, as well as key areas such as data centers and communication base stations, and coordinately promoting digitalization and green transformation to improve energy efficiency. Support enterprises to build a number of digital energy and carbon management centers. Accelerate the construction of a resource recycling system, promote the large-scale and high-value utilization of industrial solid waste and renewable resources, and improve resource security capabilities.
In terms of building a green manufacturing system. Introduce an action plan for green and low-carbon development of the manufacturing industry, implement green manufacturing projects, cultivate green factories and green industrial parks, and take the lead in building a number of green supply chains in the fields of aviation, shipbuilding, new energy vehicles, energy electronics and other fields. Actively explore effective methods for carbon footprint management of industrial products and promote the formulation of a number of carbon footprint accounting standards for key products.
In terms of cultivating and strengthening green industries. Strengthen the development and supply of green and low-carbon technology equipment products, accelerate the development of green and low-carbon industries such as hydrogen energy, new energy storage, environmental protection equipment, green smart computing, and smart microgrids, and continue to create new advantages in industrial competition.
