With the theme of "setting sail on a new journey and creating a green and waste-free park", the event carried out special publicity and training activities on the construction of "zero-waste parks" and "zero-waste factories", and conducted interactive Q&A on the construction of "zero-waste parks" and "zero-waste factories", effectively improved the theoretical basis, technical support and business level of the construction of "zero-waste parks" and "zero-waste factories", and called on all parks and enterprises to strive to be industry models and demonstrations to jointly help the construction of zero-waste cities. According to the staff of the Huizhou Municipal Bureau of Ecology and Environment, in April 2022, Huizhou was included in the list of "zero-waste cities" during the "14th Five-Year Plan" period issued by the Ministry of Ecology and Environment. On September 7 of the same year, the "Implementation Plan for the Construction of a "Zero-Waste City" in Huizhou (2021-2025) was officially issued, proposing effective solutions to establish and improve the construction system of "zero-waste cities", improve the operation mechanism, explore highlight models, enhance prevention and control capabilities, and improve the level of governance.
In the past two years, Huizhou has attached great importance to the construction of a "zero-waste city", and has promoted 18 key technological achievements in solid waste reduction, harmlessness, resource utilization and disposal through integrated planning and promotion with related work, highlighting the creation of 8 typical demonstration projects for synergy in pollution reduction and carbon reduction, and at the same time paying close attention to the implementation of various indicators, tasks and engineering projects, fully achieving the established goals in 2023, and initially establishing four major systems of waste management system according to law, diversified market, modern science and technology, and whole-process supervision. Promoting the construction of "zero-waste cities" is well-known, and the results of the public satisfaction survey are 98.8%.
In September 2023, Huizhou officially issued the Work Plan for the Construction of "Zero-Waste City Cells" in Huizhou (Trial) to promote the extensive construction of "zero-waste city cells" in institutions, schools, hospitals, scenic spots, hotels, parks and other units. "Zero-waste parks" and "zero-waste factories" are also "zero-waste city cells", and the demonstration and creation of "zero-waste parks" and "zero-waste factories" is the key task of Huizhou's "zero-waste city" construction in 2024.
The staff of Huizhou Municipal Bureau of Ecology and Environment said that the "zero-waste concept" is the concept of sustainable development and green development, and promoting the construction of "zero-waste parks" and "zero-waste factories" is to promote the parks and enterprises to play the role of the main force in the development of new quality productivity. The evaluation rules for the construction of "zero-waste parks" and "zero-waste factories" have been issued, and the parks and enterprises should strive to be the first to create excellence on the road of continuous innovation in environmental protection technology, and earnestly assume the corresponding social responsibilities. Vigorously develop new quality productivity, explore new models of green, circular and high-quality development, and contribute to building a new highland of green, low-carbon and high-quality development of a "zero-waste city" in Huizhou and a "Huizhou model" of green and beautiful Guangdong.
The event also revealed that in order to encourage parks and enterprises to build "zero-waste parks" and "zero-waste factories", the Huizhou Waste-free Office will give incentives to enterprises with outstanding construction results or obvious improvement in solid waste management level.
Create a "zero-waste park" and "zero-waste factory" with Huizhou characteristics
The person in charge of the Chemicals and Solid Waste Section of the Huizhou Municipal Bureau of Ecology and Environment mentioned that the integrated synchronous demonstration and creation project of "zero-waste city-county-town-street" is the key task of Huizhou's "zero-waste city" construction in 2024, which includes promoting the demonstration and creation of "zero-waste towns and streets", promoting the construction of cells such as "zero-waste parks", "zero-waste factories" and "zero-waste hospitals", guiding parks and enterprises to implement zero-waste production methods, actively exploring the development of new quality productivity, and creating a good atmosphere of "green production and green development".
"We reduce the amount from the source, through the continuous pursuit of the ultimate manufacturing, the introduction of technological transformation and lean improvement methods, so that the product yield is improved, the material is saved, and the solid waste generation and carbon dioxide emissions in each process of the manufacturing process are reduced. It can save thousands of tons of waste generation and tens of thousands of tons of carbon dioxide emissions every year. The representative of the participating enterprises, the person in charge of Huizhou EVE Lithium Energy Co., Ltd., said that EVE actively responded to the call of the national zero-waste city construction, and is committed to building factories around the country into "zero-waste factories" to support the industry's pollution reduction and carbon reduction, and has carried out pollution reduction and carbon reduction activities through measures such as extreme manufacturing, green packaging, resource utilization, energy conservation and emission reduction, and has achieved certain results.
In terms of resource utilization, the company's Tonghu base has built a 100,000-ton NMP raw material self-utilization device, and the first phase of the 50,000-ton unit has been officially put into operation at the end of 2023, with a recovery rate of 99.6% and a purity of 99.9%, realizing the recycling of NMP in the park and avoiding carbon dioxide emissions in the process of outsourcing transportation.
Dongjiang High-tech Industrial Park, located in Zhongkai High-tech Zone, Huizhou City, is the founding unit of "Zero-waste Park" in Huizhou City. The person in charge of the park said that he would carefully refer to the "Huizhou "Waste-free Park" Construction Evaluation Rules to further improve the standardized management, source reduction and resource utilization level of solid waste by the industrial enterprises settled in the park, as well as enhance the "zero-waste awareness" of the park and enterprises, and encourage and guide the enterprises in the park to actively create "zero-waste factories". Through the creation of a "zero-waste park", the problems of extensive production mode and layout, high energy consumption and low resource utilization rate of the industrial park will be solved, and the high-quality green development of the park will be effectively improved, and a standardized demonstration model for the construction of the "zero-waste park" that can be replicated and promoted will be formed, and a model of "zero-waste park" Zhongkai will be formed.
