Wuxi launches a carbon peak implementation plan that combines "open source" and "reduce expenditure"
The "Wuxi City Carbon Peak Implementation Plan"(hereinafter referred to as the "Implementation Plan") was officially released recently. The "Implementation Plan" focuses on the "five major areas" of energy, industry, construction, transportation, and society, and proposes peaking in the industrial sector, low-carbon energy transformation, low-carbon urban and rural construction, low-carbon transportation, improvement of energy conservation and efficiency, and low-carbon technological innovation."Eight major actions" to create a green and low-carbon society and orderly peaking in various cities (counties) and districts will ensure that Wuxi achieves its carbon peak goal as scheduled.
The "Implementation Plan" proposes that during the "14th Five-Year Plan" period, a green and low-carbon transformation and development economic system will be initially formed, and a mechanism will be established to transform from dual control of energy consumption to dual control of total carbon emissions and intensity. Specific goals are: By 2025, energy consumption per unit of GDP will drop by 14% compared with 2020, carbon dioxide emissions per unit of GDP will meet the provincial target, the proportion of non-fossil energy consumption will reach 11%, and the forest coverage rate will reach 27.8%; By 2030, carbon dioxide emissions per unit of GDP will drop by more than 65% compared with 2005. The installed capacity of renewable energy power generation, the proportion of non-fossil energy consumption, and forest coverage will continue to increase to ensure that carbon dioxide emissions will peak before 2030.
The "Implementation Plan" also formulates a detailed roadmap, clarifying the adoption of "open source" and "throttling" measures in many areas such as enterprise production, urban and rural construction, and citizens 'lives. The industrial sector is regarded as the main battlefield for energy conservation and carbon reduction. It is planned that the output value of the energy conservation and environmental protection industry will reach 160 billion yuan by 2025, and coordinate the promotion of the application of clean energy technologies such as photovoltaics, wind power, and hydrogen energy storage. The operating income target of the new energy industry will reach 310 billion yuan, based on 2022, with an average annual growth rate of more than 25%. On the premise of ensuring energy security and economic development, we will comprehensively apply energy-efficient carbon reduction, structural carbon reduction and alternative carbon reduction measures to accelerate the construction of a clean, low-carbon and efficient modern energy system and new power system.
In terms of urban and rural construction, an ecologically balanced urban green space system will be built and the energy consumption structure of rural life will be optimized. The transportation sector will accelerate the low-carbon transformation of transportation, promote the shift of cargo transportation from roads to railways and water transportation, continue to promote the electrification of public transportation, and gradually reduce the proportion of traditional fuel-fired vehicles.
In addition, the "Implementation Plan" also clarifies the principle of adhering to the priority of conservation, strengthening rigid constraints on energy consumption intensity, controlling total energy consumption, curbing the blind development of high-energy-consuming and high-emission projects, eliminating backward coal-fired power production capacity, and controlling coal-fired power installed capacity scale. Carry out actions to create a green and low-carbon society in the whole society, enhance national awareness of conservation, low-carbon, and environmental protection, vigorously advocate simple and moderate consumption concepts, comprehensively promote a civilized and healthy lifestyle, and encourage the reuse of second-hand goods and other "throttle" measures to form a good atmosphere for the whole society to consciously practice green and low-carbon.
