All key energy-using enterprises in Zhejiang have completed the approval of carbon emission budgets to promote energy-saving and greener enterprises

Recently, Zhejiang Tongxiang City Henglong Chemical Co., Ltd. submitted the 2024 energy consumption budget and fossil energy consumption budget plan through the "Energy Saving and Carbon Reduction e-Account" platform. So far, all 4596 key energy-using enterprises in Zhejiang Province have completed this declaration, and Zhejiang has achieved 100% monitoring and supervision of energy use by high-energy-consuming and high-emission enterprises with more than 1000 tons of standard coal and enterprises with more than 5000 tons of standard coal.

Energy budget management means that key energy-using enterprises combine their annual production plans to clarify the energy categories and total amounts such as electricity, coal, natural gas, and steam that need to be consumed in a year, and then decompose the total annual energy consumption on a monthly basis, and formulate an energy-saving renovation plan and finally prepare an energy budget plan. In 2022, the Zhejiang Province Energy Bureau relies on the Zhejiang Province Energy Big Data Center to take the lead in building a carbon emission budgeting management platform "Energy Saving and Carbon Reduction e-Account", using clear and visible data to guide enterprises to use energy scientifically and rationally.

Now is the transition stage from the country's dual control of energy consumption to dual control of carbon emissions. How to control carbon emissions? This year, the "Energy Saving and Carbon Reduction e-Account" innovates to implement special budget management for fossil energy consumption.

"Consumption of fossil energy such as coal and oil is the main source of greenhouse gas emissions such as carbon dioxide. Dual control of carbon emissions requires us not only to save energy, but also to use 'green energy'." Zhao Xinzhe, product manager of the Energy Big Data Center of Zhejiang Province, said that this budget will guide companies to use more renewable energy such as photovoltaics and wind energy, and promote the green transformation of the energy-use structure.

According to reports, a few days ago, the Energy Bureau of Zhejiang Province issued the "Guidelines for the Approval of Annual Energy Budgets and Fossil Energy Consumption Budgets of Key Energy-Using Units in Zhejiang Province (Trial)" to provide guidance for connecting local dual carbon emission control goals and corporate budget goals. With total carbon emissions as the core indicator, the platform establishes a "provincial-city-county-enterprise" four-level carbon emission budget hierarchical management mechanism, comprehensive energy use budget, fossil energy consumption budget, energy conservation amount, and renewable energy consumption weight. Four major indicators promote enterprise active participation and government sunshine supervision.

It is understood that in recent years, Zhejiang has focused on fossil energy consumption budget management and energy efficiency diagnosis, and has vigorously promoted key energy-using enterprises to implement energy conservation and carbon reduction measures such as equipment upgrades, renewable energy replacements, and energy management improvements. In 2023, a total of 299 renewable energy alternative solutions will be provided to enterprises. The total amount of alternative energy is equivalent to 502 million kilowatt-hours of electricity, equivalent to 142,100 tons of standard coal, injecting surging momentum into green and high-quality economic and social development.
