On October 10-11, the Ministerial Preparatory Meeting for the United Nations Baku Conference on Climate Change was held in Azerbaijan. Ministers and high-level representatives from nearly 70 parties, the United Nations and the Climate Convention focused on climate finance, mitigation, adaptation and loss damage, and international carbon markets. China pointed out that the Baku Conference is a key node connecting the past and the next. All parties should implement the goals, principles and arrangements of the Convention and the Paris Agreement, send a positive signal that the multilateral process is irreversible and international cooperation is indispensable, and contribute to global efforts to deal with the climate crisis. Bring more certainty and continue to promote global green, low-carbon, climate-resilient transformation and innovation. All parties should adhere to the authorization of the Paris Agreement, and developed countries 'fulfillment of their obligations to support developing countries is the key to achieving an NCQG that combines fairness, strength and pragmatism. The Baku Conference should reach a balanced package of results focusing on independent contribution, mitigation, adaptation, support, loss and damage, international carbon markets, and fair transformation, embody the principle of common but differentiated responsibilities, and promote the realization of the goals of the Paris Agreement. All parties should work hard to resolve obstacles such as unilateral measures that push up the cost of climate action and create a fair and just basis for submitting nationally determined contributions as scheduled in 2025.
During the meeting, China, as the rotating chair of the "Basic Four Countries", convened India, Brazil, and South Africa for ministerial-level coordination, met with ministerial-level coordinators on key issues to explain China's position and proposition, and met with the Deputy Secretary-General of the United Nations, the Executive Secretary of the Climate Convention and Baku Conference Chairman Azerbaijan, the United States, the European Union, France, Germany, Russia, Egypt, Singapore, Kazakhstan, Saudi Arabia, a member of developing countries with similar positions, Kenya, the chairman of the African Group, Samoa, the chairman of the Group of Small Island States, and other parties have conducted bilateral dialogue and consultations.
