Lin Jian said that climate finance is the key support for taking climate actions to achieve emission reduction goals. Providing financial support for climate actions in developing countries is not only an unshirkable moral responsibility of developed countries, but also an obligation under the United Nations Framework Convention on Climate Change and its "The international legal obligations that must be fulfilled under the Paris Agreement are an important manifestation of the principle of common but differentiated responsibilities.

Lin Jian pointed out that in 2009, developed countries promised to provide US$100 billion in climate finance to developing countries every year, but long-term lip service failed, and the accumulated debt exceeded US$300 billion, which greatly undermined mutual trust between the North and the South and global efforts to respond to climate change. If developed countries still fail to shoulder their due historical responsibilities for future climate financing arrangements at COP29 at the end of this year, and even try every means to shift their responsibilities to developing countries, it will greatly weaken the effectiveness of international cooperation on global climate governance and greatly hinder the realization of the global temperature control goals established by the Paris Agreement.

Lin Jian said that as the largest developing country, China is faced with multiple tasks such as developing the economy, improving people's livelihood, and controlling pollution. However, it still overcomes all difficulties, conscientiously fulfills its relevant obligations under the Framework Convention system, and comprehensively promotes its carbon peak and carbon neutrality commitment., it will use the shortest time in history to complete the world's highest reduction in carbon emission intensity. At the same time, China has also been providing support and assistance to other developing countries under the framework of South-South cooperation on climate change.

So far, China has signed 50 cooperation memorandums of understanding with 41 developing countries, held a total of 58 training courses on South-South cooperation in addressing climate change, trained more than 2400 professionals in the field of climate change, and provided practical assistance to relevant countries in actively responding to climate change. It has been highly recognized and widely praised by developing countries. In the next step, China will further increase South-South cooperation and continue to provide assistance within its capabilities to other developing countries in addressing climate change.
