Shi Yudong, deputy to the National People's Congress: help the high-quality development of the dairy industry

On March 5, the second session of the 14th National People's Congress was held in Beijing. During the meeting, Shi Yudong, deputy to the National People's Congress and R&D director of Mengniu Group's Global R&D Innovation Center, put forward five suggestions, including "developing the dairy deep processing industry", "collaborative scientific and technological innovation and standard system" and "dairy nutrition fortification", contributing to promoting the high-quality development of the dairy industry, ensuring national food security and helping national nutrition and health.

"The development of new quality productivity is an intrinsic requirement and an important focus for promoting high-quality development. Shi Yudong told reporters, "In the face of the new situation and new requirements of high-quality development, how to promote the coordinated development of technology research and development, product innovation and standard system in the dairy industry, and comprehensively cultivate new quality productivity has become an important proposition facing the dairy industry." ”

At present, in terms of green and high-quality development, the carbon reduction of the dairy industry is advancing in depth in the direction of the "chain". "Chain" refers to building carbon neutrality for the entire dairy industry chain. The carbon footprint of a glass of milk covers many links such as pasture planting, dairy farming, raw milk transportation, processing, milk filling, storage, transportation and sales. At present, China's carbon dioxide equivalent emissions per kilogram of standard milk have reached the world's best level. In this process, scientific and technological innovation plays a key role.

Taking Mengniu Dairy's Qujing factory as an example, the Qujing factory is the first "zero-carbon" factory in China's dairy industry to achieve both international and domestic certification. From upstream pastures, midstream manufacturing to downstream logistics, green production is carried out in a more environmentally friendly way at every link.

In the upstream, the pasture end is the largest source of carbon emissions in the dairy production chain, accounting for more than 90%, and it is the "hard bone" in promoting carbon reduction in the dairy industry. By adjusting the feed composition and herd structure, implementing the manure cycle management system, and improving energy efficiency, Mengniu's carbon emissions and emission intensity are lower than the domestic average, and some pastures are even lower than those of overseas developed countries. At present, 100% of Mengniu's large-scale pastures have been returned to the field with manure and "animal husbandry and photovoltaic complementation" for green electricity self-use.

In order to fully ensure the safety of the dairy industry chain, Mengniu has successively implemented a number of measures such as the "136" project, five major guarantee measures, and value sharing, which have driven the healthy development of the whole industrial chain of planting, breeding and processing. In 2023, Mengniu will launch the "Five Major Relief Actions", and take multiple measures to alleviate the difficulties of farmers and herdsmen through multiple measures of "technical services, procurement cost reduction, financial support, policy assistance, and party building and co-construction", and continue to help cooperative ranches operate stably and develop sustainably and with high quality.

Shi Yudong pointed out that at present, there are still some difficulties and problems in the process of promoting scientific and technological innovation in the dairy industry in China, such as the insufficient application of new technologies and new processes in dairy processing, the insufficient development of innovative products, the insufficient processing of high value-added milk source products, and the lack of coordination between the existing standard system and the innovation and development needs of the industry.

In this regard, he suggested that the government should speed up the introduction of relevant incentive policies, smooth the innovation and development path of the dairy industry, guide the industry to strengthen the research and development of new products, and comprehensively promote the technological innovation of the dairy industry. On the one hand, it is necessary to guide and encourage enterprises to increase technological research and development and innovation, and explore a milk ingredient development and research system in line with the national conditions of China's dairy industry, such as guiding the industry to focus on the development of whey desalination preparation technology and lactose purification preparation technology, focusing on the industrialization technology and realization path of lactoferrin and other milk-derived functional ingredients;

In addition, Shi Yudong proposed to further improve the construction of the corresponding regulations and standards system. On the basis of adhering to the "four strictest", we will study and formulate standards and corresponding evaluation standards for leading the development of new processes and technologies, improve the standard system to support the deep processing of milk sources, formulate guidelines for the use of edible and medicinal raw materials, etc., and fully support the application of new technologies and new processes and the research and development of new products.
