In accordance with the requirements of the Ministry of Ecology and Environment in the "Notice on Improving Ultra-Low Emission Assessment and Monitoring of Cement and Coking Enterprises" to support enterprises in publicizing the progress of ultra-low emission transformation and evaluation and monitoring of enterprises on the association's website, on July 1, the China Cement Association The website issued the "Notice on Publicizing Ultra-Low Emission Transformation of Cement Enterprises"(hereinafter referred to as the "Notice"), and decided to carry out publicity on the progress of ultra-low emission transformation and evaluation and monitoring of cement enterprises.

The publicity content covers the evaluation and monitoring of ultra-low emissions, conclusions and emission reduction effects after transformation

According to the "Notice", the scope of enterprises announced is cement clinker production compliant enterprises (including cement enterprises that produce special cement and coordinate the disposal of solid waste, excluding mines), and excluding independent grinding station enterprises. Part or all of the transformation of the production process (including organized emissions and unorganized emissions) and clean transportation has been completed in accordance with the "Opinions on Promoting the Implementation of Ultra-Low Emissions in the Cement Industry", and cement clinker production enterprises that have completed the evaluation and monitoring work in accordance with the "Notice on Improving Ultra-Low Emissions Assessment and Monitoring Work for Cement and Coking Enterprises" can apply. At the same time, the applicant enterprise must have submitted the assessment and monitoring report to the local (city) level ecological environment department.

The publicity content includes the company's main equipment and production capacity, the output of major products for the year, environmental protection management, whether there have been major environmental pollution accidents in the past three years, whether there have been carbon emission violations in the past three years, whether there have been self-monitoring and fraud in the past three years, and whether it has been included in the list of untrustworthy enterprises, etc.

The announcement also needs to include a description of the ultra-low emission transformation of the whole plant, including the start and end time of the transformation, the total investment and investment per ton of product, operating costs, etc. Explain the adoption of coordinated measures to reduce pollution and carbon emissions such as raw and fuel substitution, clean energy, and energy-saving transformation, as well as the automatic monitoring of carbon emissions.

In accordance with the "Opinions on Promoting the Implementation of Ultra-Low Emissions in the Cement Industry", companies applying for publicity must explain the technical routes, main parameters of facilities, investment status, start time, commissioning time, design of key waste gas control projects of all organized emission link transformation projects and explain the qualifications of the construction unit; Explain the technical methods or routes, commissioning time, etc. of the content and control measures of unorganized emission transformation in material storage, material transportation, production process and other links.

In terms of clean transportation, publicity needs to explain the content, technical route, transformation time of clean transportation of raw materials and fuels entering and leaving the enterprise, as well as the number, types and transformation of in-plant transportation vehicles and non-road mobile machinery.

The public announcement must also include the progress and conclusions of the enterprise's ultra-low emission assessment and monitoring, as well as the annual emission reduction effects of major pollutants achieved by the enterprise after the implementation of ultra-low emission transformation. Enterprises must continue and stably achieve ultra-low emissions, pollution reduction and carbon reduction, Suggestions on improving the proportion of clean transportation and improving the level of environmental management.

Applicants who have illegal and irregular situations such as falsifying materials and data will suspend the public review

It is worth noting that if an enterprise has the following violations or violations, the enterprise that is applying for publicity will suspend the publicity review, and the enterprise that has already made publicity will cancel the publicity and publicly notify: If it violates the Criminal Law of the People's Republic of China due to ecological and environmental issues and the "Interpretation of the Supreme People's Court and the Supreme People's Procuratorate on Several Issues Concerning the Application of Laws in Handling Criminal Cases of Environmental Pollution" involves criminal penalties; Violating the Environmental Protection Law of the People's Republic of China, the Air Pollution Prevention and Control Law of the People's Republic of China, and the Regulations on the Management of Pollution Permits and other ecological and environment-related laws and regulations; violating the "Measures for the Management of Automatic Pollution Sources" and "Environmental Monitoring Management Measures" and other management regulations, and receiving administrative penalties for major illegal acts; materials and data are falsified; Major or above environmental emergencies occur; Those who have been included in the list of untrustworthy enterprises due to environmental violations or whose environmental credit evaluation results are environmentally poor enterprises; those whose main equipment has equipment that has been eliminated from the "Guidance Catalogue for Industrial Structure Adjustment" are concealed and not reported; others are reported by enterprises, national news media, organizations or individuals who report environmental protection violations and regulations, and the situation is verified to be true. Enterprises are not allowed to apply for ultra-low publicity again within one year from the date of suspension of publicity review or cancellation of publicity.

The suspension of publicity review for enterprises that are applying for publicity has the following problems, and the cancellation of publicity has been announced for enterprises that have the following problems, and the public notification has been made: inspections by ecological and environment departments at all levels and found that they cannot stably meet ultra-low emission requirements; failure to implement heavy pollution as required Weather emergency management and control measures; the scope of the enterprise's publicity boundaries in the publicity application materials is inconsistent with the actual situation; Others reported by enterprises, national news media, organizations or individuals that cannot stably meet ultra-low emission requirements are verified to be true. Enterprises are not allowed to apply for ultra-low publicity again within six months from the date of suspension of publicity review or cancellation of publicity.

The China Cement Association organizes relevant units and experts to investigate and verify the above situation and conduct collective discussions and studies, and then make timely and dynamic adjustments. Enterprises that are applying for publicity will suspend the publicity review, and enterprises that have made publicity will cancel their publicity. For enterprises whose application for suspension of publicity and cancellation of publicity, in order to encourage relevant enterprises to actively rectify and abide by laws and regulations, after the expiration of the suspension and cancellation periods, they can re-apply for publicity of the progress of ultra-low emission assessment and monitoring as required.
